1.4 The software's part in the bid process: |
The entire bid process is governed by HOBO as follows:
- Crown officials use data provided by previous bids via HOBO to determine appropriate budgets prior to drawing up new project specifications
- Sections 2 and 5 of HOBO are then customised to (a) define the brief, (b) allow capture only of what we need to know, and (c) publicise the deadline
- Captured data, including that demonstrating suitable existing solutions, is examined for the purposes of short-listing bidders and comparing them
- Captured data is used to generate, mathematically, an identified consensus regarding costs and the perceived value of the contract
- Captured data is used to enlighten supervisors in respect of how the bid-winners plan to perform the contract
- Captured data is used, subsequently, for discussion, monitoring, and for comparisons between aspirations and actual performance
- All bids must be made online, electronically, and using the HOBO system
- Importantly, HOBO allows bidders to show evidence of a product or service which is an ideal or near match to the specifications
