In 5.1 (questions 12 and 13) you were asked ‘Are you currently able, because you already have an off-the-shelf product or service which closely matches our needs, able to shorten the development time and significantly reduce our costs?’ and ‘If the answer to the previous question is ‘yes’, then please estimate the percentage overlap between the product / service you already have and the product / service we need’. Take your estimated % of the match and double it.

Your responses to 5.2 will be compared, automatically, with all other accepted* bids. The program will determine the AM (Arithmetic Mean) value of all bids. This can be thought of as the average value, or a consensus value. The program will also determine the lowest-priced accepted* bid. It will then award all bidders whose bids are below the AM price up to 25 points according to their position between the AM and the value of the very lowest bid. Obviously, then, the lowest bid scores the full 25% points available. All other bids lower than the AM will attract between 1 and 25 points. (* Accepted bids will not include spurious bids which are designed simply to interfere with scoring. These spurious bids will be manually removed.)
