2.1 The project in question:

Bids are invited to generate a read-only electronic informational program which will perform to the undermentioned specifications:

  • A general facility intended as an induction tool for foreign nationals intending to reside in the UK but suitable for more general use as an informational resource
  • Suitable for use as a website bolt-on or as a freestanding PC-disk-based or memory-stick-based resource or mobile phone app
  • To incorporate some versatile presentation graphics that would enable flexible branding
  • Designed to be supportive of central and local government services as well as employers, reducing call-centre costs and other public expenditure
  • Initially in clear and simple English but with translation into other languages as an ultimate objective
  • Modular and compartmentalised to allow easy navigation and periodic upgrading in respect of monetary values, contact details of organisations, hyperlinks etc
  • Inviting and user-friendly
  • Comprising ca 50,000 words
  • Including 500 - 1,000 hyperlinks
  • Utilising tables where data is complex
  • Incorporating a little illustration where helpful e.g. examples of road signage or drink-drive limits
  • Employing a WIMP (Windows Icons Menu Press) environment
  • In the first instance to include content written as PDFs
  • Content to span the following: ‘Why come to Britain?’, ‘British laws, religion and politics’, ‘Entering the UK to live and work’, ‘NARIC and your qualifications’, ‘Criminal records checks’, ‘English language testing and interpreters’, ‘Typical contracts’, ‘Taxes, National Insurance, minimum wages and pensions’, ‘Job hunting including for voluntary work’, ‘Social security and the benefits system’, ‘The education system’, ‘The health system and waste disposal’, ‘Childcare’, ‘Travel, vehicles and driving’, ‘Accommodation’, ‘Finance, banks and money’, ‘Worker protection and unions’, ‘Embassies and consulates’, ‘Emergencies (and how to avoid them)’, ‘Citizens Advice and useful links to many organisations’, and a ‘Home from home’ section
  • Initially the requirements with be for a single website bolt-on demonstrator on a single domain, together with 1,000 disk-based packs employing an 8-page A6 carrier holding a foam-mounted labelled 3.5 inch self-opening CD, an A6 compliments slip, a business card on a glue-dot, and all within an A6 envelope
